Clarence retired in 2021 after a long career (30 years) with Grand Blanc Community Schools.

He served as a teacher, principal, personnel director and deputy superintendent, before taking on the superintendent position about five years ago.

Prior to his retirement, in May 2021 district voters passed an $87 million bond proposal, which Garner has said was the culmination of a three-year campaign. Through bond dollars, a number of the school district’s athletic facilities will be upgraded - a new aquatic center, a new football stadium, and upgrades to the softball and baseball fields. Equipping the schools for energy conservation and improving playfields is also on the list.

Outside of athletics, the bond will allow the district to install HVAC systems in all of their buildings, three of which do not currently have air conditioning. It will fund repairs to aging roofs, repaving of parking lots and Jewett Trail, which is a private road the school maintains, and the purchase of new modern classroom furniture for all classrooms in the district.
